Institute Administration
In accordance with the Act on Łukasiewicz Research Network of 21 February 2019 (Dziennik Ustaw item 534, as amended), the Research Network institutes are governed by two bodies – the director and the board. The detailed responsibilities and the principles of cooperation between these bodies are set out in Section 3 of the Act.
Łukasiewicz Research Network – the third largest research network in Europe providing key research and research commercialization services was established on 1 April 2019 in accordance with the Act on Łukasiewicz Research Network of 21 February 2019 (Dz. U. item 534, as amended). The introduction of the Act resulted in 38 Polish research institutes, including the Industrial Research Institute for Automation and Measurements PIAP in Warsaw, joining the Łukasiewicz Research Network. As a result, the Industrial Research Institute for Automation and Measurements PIAP became the Network institute under a new name Łukasiewicz Research Network – Industrial Research Institute for Automation and Measurements PIAP, Łukasiewicz – PIAP in short.
The Director of Łukasiewicz – PIAP is appointed by the President of the Łukasiewicz Centre based on the opinion of the Network institute board for a 5-year term. In accordance with Art. 24 of the Act, the Director manages the Network institute research, represents the institute and is responsible for the research and development results and functioning of the institute within the Network structure. In different areas, the Director is supported by the deputy directors (up to 3 deputy directors, including the deputy director of research) appointed by the President of the Łukasiewicz Centre – at the request of the Director of the Network institute – also for a 5-year term.
In accordance with Art. 27 of the Act, the Łukasiewicz – PIAP Board consists of at least 9 and no more than 15 members, whereas up to 40 percent of the Board constitute the institute’s employees. The other members are appointed by the President of the Łukasiewicz Centre, at the request of the Director from the outside based on knowledge and practical achievements related to the areas of the Network institute operation. The Network institute Board is appointed for a 4-year term. In accordance with Art. 26 of the Act on the Łukasiewicz Research Network, the tasks of the Board include: determining the future direction of research and development works of the Network institute, passing the statute of the Network institute, giving opinion on the organizational regulations of the Network institute, giving opinion on the annual Network institute plans, giving opinion on the annual Network institute reports, giving opinion on the proposal of the share of net profits of the Network institute, and giving opinion on the matters concerning the Network institute operation brought forward by the Director or other bodies of the Łukasiewicz Centre.
Piotr Szynkarczyk, BEng, MSc, PhD, DSc, Assoc. Prof.
Doctor of Science (2019), graduate of Polish-American postgraduate studies on Commercialization of Innovative Ventures and New Technologies at the University of Łódź and the University of Texas in Austin, USA (2010), Doctor of Philosophy (2000), Master of Science in robotics (1992).
Expert in the field of unmanned ground vehicles for military applications and mobile robots for civilian use. One of the head designers of the first Polish explosive ordnance disposal robots – Inspector and Expert. Head of many research and development, construction and implementation projects in robotics. Author and co-author of 11 patent applications and 70 scientific and technical articles published in Polish and foreign journals.
Member i.a. of the Committee on Automatic Control and Robotics of the Polish Academy of Sciences, The General Council of Research Institutes and the International Association for Automation and Robotics in Construction. Awarded the Knight’s Cross of the Order of the Restoration of Poland (2015) and the Bronze Cross of Merit (2005).
On 1 August 2015, he was appointed for the position of the Director of the Industrial Research Institute for Automation and Measurements PIAP for the first time. On 1 April 2020, Piotr Dardziński, President of the Łukasiewicz Centre appointed Piotr Szynkarczyk, BEng, PhD for the next 5-year term of the office of the Director of the Łukasiewicz Research Network – Industrial Research Institute for Automation and Measurements PIAP.
Maciej Cader, BEng, PhD
Graduate of the Warsaw University of Technology (MSc Eng. in Robotics), Rzeszów University of Technology (PhD in the discipline of Machine Design and Maintenance), WSEI Lublin Academy (R&D Manager), the French Institute of Management (MBA), and the EY Business Academy (management programs). Both professionally and personally, he is driven by a mindset grounded in lateral thinking and “out-of-the-box” concepts.
A manager with over fifteen years of experience in the implementation and management of research and development projects at the intersection of mobile robotics, additive manufacturing, industrial automation, and intelligent systems.Since 2008, he has been affiliated with Łukasiewicz – PIAP, where he has served as Deputy Director for Research since 2020. Between 2020 and 2025, he led the strategic transformation of the Institute’s research activities in industrial domains, initiating and developing new areas of competence such as intralogistics, construction automation, and telemedicine technologies. In his current role, he is responsible for managing the R&D project portfolio, developing cooperation with industrial partners and national and international institutions, as well as overseeing technology commercialization and transfer activities.
Previously, he headed the Rapid Prototyping and Numerical Computation Laboratory, served as Coordinator for Cooperation with the Mining, Energy, and Petrochemical Industries, and held the position of Secretary of the Institute’s Council. He is also the initiator and mentor of the Creative Students scientific club – a space where students and PhD candidates carry out interdisciplinary projects in the fields of robotics, digital reality capture, and rapid prototyping. He has also been a speaker at TEDx, where he presented visionary concepts in robotics and environmental protection.

Adam Andrzejuk, BEng, MSc
Graduate of the Faculty of Power and Aeronautical Engineering at the Warsaw University of Technology (1992).
Since 1993, an employee of the Łukasiewicz – PIAP. Since 2005, a representative of the Director for Licensed Activities managing the Institute’s operations in the area of manufacturing and trade in explosives, weapons, ammunition as well as devices and technologies designed for the army and the police. Since 2009, a manager of the Mobile Systems Centre.
One of the originators and designers of the first Polish explosive ordnance disposal robot – Inspector. As a project manager, centre manager and a member of the implementation team, participated in development of many mobile robotic devices, including technologically advanced counter-terrorism measures.
Awarded the Silver Medal of Merit for National Defence and the Silver Medal for Long Service.
Andrzej Więch, BEng, MSc
Graduate of the Warsaw University of Technology, Faculty of Production Engineering, Management and Production Engineering (2000), graduate of two post-graduation courses at the Warsaw School of Economics in Management and Controlling (2003) and Accounting (2004).
Since 1999, an accountant and section manager at Łukasiewicz – PIAP, and since December 2002, a Head Accountant. Certified auditor since 2015.
